A ratified crew-rules change is the shared scenario used across Black Skies, Reconciliation, Workers, and Evidence: morale now affects card availability during combat, superseding the after-combat rule. Its dependency record includes gameplay rules, the Unity-facing action menu, backend combat validation, persistence of crew state, doctrine tests, and, where timing interacts with the tick budget, the performance budget. These links are the proposed causal surface to inspect; they are not a claim that every dependency has already been recovered automatically.
